Cops Taser man with his hands already on the police car
Some hillbilly's might say he probably deserved it for being black after 5pm on a weekday.
I just looked at the article. And he's actually black. And the Cop was white.
They really need to get some sort of affirmative action going on for police brutality victims.
I want to see some Wall Street CEOs tasered. I think for too long, rich white people have been excluded from police brutality. I think it's time they had a chance to be beaten about the head with a nightstick.

Rolando Ruiz is the man featured in yet another taser video making the rounds on Youtube. Ruiz was in police custody after being arrested by a Minneapolis police officer for reportedly throwing a brick at an officer’s vehicle.
Ruiz, who is 18-years-old, is seen in the video with his hands on the car before the officer holds the taser to the back of Ruiz’s neck for 15 seconds.
Chief Tim Dolan called the video “very disturbing” and has asked the FBI to review it.
We’re always told tasers are the “safe” alternative to deadly force, and that police officers need to carry electric guns for purposes of self-defense only. This video appears to shatter the self-defense myth as does this recent story about a 51-year-old man, who was shot dead by officers after trying to escape his tasering.
There are numerous examples of officers and other types of guards using tasers excessively as authoritarian tools, while an unthinking pack of blood hungry Americans cheers on the violence.
As usual, we’ll hear (and read from the anonymous comments left by brave Internet users) all about how Ruiz deserved this treatment, almost as if citizens prefer to keep this kind of horrific police-issued violence at a safe distance rather than imagine that they, one day, could be on the receiving end of a 50,000 volt electrocution.
While it’s certainly wrong to vandalize a police car, and it’s arguably rude to get mouthy with an officer, nowhere is it written that these crimes shall be punished by electrocution.

total abuse of authority
This is another reason why Tasers should be banned, they are used for punishment rather than just to subdue.
This man was already compliant, yet was tazed for punishment.
I call it racism too. I see noting different with this than the
Rodney King incident.
Hillbilly cops with a badge of authority. Not a pretty sight.
This is what happens.....
when the mentally challenged are given weapons.
Mentally challenged given ddirection of clueless officials
It doesn't stop this police Misconduct...anyone who has knowledge of the continued abuse of citizens can contact me as the City has given by thier refusala as has the County Counsel the right under this statute to revsit at the Federal level the conducts which I have bored the many of you.
To steall is bad enough, to steal and have sworn officers involved over an order that we who went before knew, we had a moral responsibility. to disobey an order known to be a lie or baseless. Only in lawenforcement can a man in a red sports car be killed due to being told the perpetrators actually escaped in n orange colored sportscar and be given a pass.
Law enforcement in this City Modesto, CA is inept, its Judiciary queered by one who is one Mike tozzi a liar and co conspirator. I for one am tired of an apathetic public that sees what we all know to be true and stand by and do nothing..
The Police and DA both are witout lawful authority as they collectively act outsidethe law to prpotect those within their own commands. Fladagher, you are a disgrac and Hardin, while we have not met, your staff delibearately deny access to a crime within your department as this has beeen DA.
It time my fellow citizens. How does a man lose his lifes saving, his childrens education, and a marriage because of police Misconduct of Tim Atchley holed up in Bakersfield and a former City Attorney who engages in federal and state prohibited acts of exchange with a divininity run by a stooge, Seifert, of $750,000 and all theose responsible for the loss followers of the greatest charlatan of Stanislaus County.

If this was not a public foum Ms Fladagher I would call you in public what I think of yoiu privately and your investigators Hermosa. Gallagher, Guthrie, Inderbitzen and Marc Smith and see what a consent order can do to the County and the manner in which this City will never make the top 50 communities in America, I will personally see to it.
Think of the crime, it could happen to you, your children and property and have the MPD just sit on thier pompous asses and do nothing. Punks each and every one.
Law enforcement think that
Law enforcement think that they can do what ever because they have a badge. i was also close to a pair of cops when they were talking about the use of taser. they claim as long as they have a cause to use so bid. That is just wrong and i guess the physology part of being a cop doesnt apply anymore.
